SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Artificial Intelligence Consent Act. Provides that if a person creates an image or video that uses artificial intelligence to mimic or replicate another person's voice or likeness in a manner that would otherwise deceive an average viewer, and displays the content for public viewing, the creator must provide a disclosure on the bottom of the image or video that the image or video is not authentic and does not reflect the original voice or likeness of the person being depicted, unless the person whose voice or likeness is being depicted consents to its use. Provides that a person aggrieved by a violation of the Act shall have a right of action against an offending party.

1    AN ACT concerning civil law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Artificial Intelligence Consent Act.
 
6    Section 5. Private right of action. If a person creates an
7image or video that uses artificial intelligence to mimic or
8replicate another person's voice or likeness in a manner that
9would otherwise deceive an average viewer, and displays the
10content for public viewing, the creator must provide a
11disclosure on the bottom of the image or video that the image
12or video is not authentic and does not reflect the original
13voice or likeness of the person being depicted, unless the
14person whose voice or likeness is being depicted consents to
15its use. A person aggrieved by a violation of this Act shall
16have a right of action against an offending party.
