SYNOPSIS AS INTRODUCED:
 
25 ILCS 130/8A-16 new

    Amends the Legislative Commission Reorganization Act. Requires the Architect of the Capitol, in consultation with the Secretary of State, to conduct a study to determine what may be required to permanently reduce all carbon dioxide and co-pollutant emissions from the Capitol Complex Power Plant, as well as from boilers and other similar sources of those emissions in the legislative complex, to zero through unit retirement or the use of 100% green hydrogen or other similar technologies that are commercially proven to achieve zero carbon emissions. Provides that the study shall be completed no later than July 1, 2024 and shall include a date certain by which the Capitol Complex Power Plant shall be permanently decommissioned. Defines "green hydrogen". Repeals provisions on July 1, 2025.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by adding Section 8A-16 as follows:
 
6    (25 ILCS 130/8A-16 new)
7    Sec. 8A-16. Legislative complex energy transition. The
8Architect of the Capitol, in consultation with the Secretary
9of State, shall conduct a study to determine what may be
10required to permanently reduce all carbon dioxide and
11co-pollutant emissions from the Capitol Complex Power Plant,
12as well as from boilers and other similar sources of those
13emissions in the legislative complex, to zero through unit
14retirement or the use of 100% green hydrogen, as defined in
15Section 9.15 of the Environmental Protection Act, or other
16similar technologies that are commercially proven to achieve
17zero carbon emissions. This study shall be completed no later
18than July 1, 2024 and shall include a date certain by which the
19Capitol Complex Power Plant shall be permanently
20decommissioned. This Section is repealed on July 1, 2025.
