SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/2-3.196 new

    Amends the School Code. Provides that the State Board of Education shall implement and administer a program to make New Arrival Student Grants available to school districts to support the needs of students who are newly arriving immigrant students, regardless of immigration status. Provides that to receive a grant under this program, a school district shall submit an application to the State Board of Education at such time, in such manner, and containing or accompanied by such information as the State Board of Education may reasonably require. Provides that in awarding funds under this program, the State Board of Education may consider (i) the number of new arrival students enrolled in preschool, elementary school, and secondary school within the school district, (ii) the needs of new arrival students in the school district, and (iii) the ability of the school district to meet the needs of new arrival students. Effective July 1, 2023.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
52-3.196 as follows:
 
6    (105 ILCS 5/2-3.196 new)
7    Sec. 2-3.196. New Arrival Student Grant Program.
8    (a) As used in this Section, "new arrival student" means a
9student who is a newly arriving immigrant student, regardless
10of immigration status.
11    (b) Subject to specific State appropriation, the State
12Board of Education shall implement and administer a program to
13make New Arrival Student Grants available to school districts
14to support the needs of new arrival students in the school
15district.
16    (c) To receive a grant under this program, a school
17district shall submit an application to the State Board of
18Education at such time, in such manner, and containing or
19accompanied by such information as the State Board of
20Education may reasonably require. A school district organized
21under Article 34 of this Code is not eligible to receive funds
22awarded under this program.
23    (d) The State Board of Education, subject to appropriation

1for this program, shall annually disseminate a request for
2applications to the program, and funds shall be distributed
3annually. In awarding funds under this program, the State
4Board of Education may consider (i) the number of new arrival
5students enrolled in preschool, elementary school, and
6secondary school within the school district, (ii) the needs of
7new arrival students in the school district, and (iii) the
8ability of the school district to meet the needs of new arrival
9students.
 
10    Section 99. Effective date. This Act takes effect July 1,
112023.
