SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/6-509.1 new

    Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue an intrastate non-domiciled CPL or intrastate non-domiciled CDL to a foreign national who is ineligible to obtain a social security number, if the foreign national presents to the Secretary a consular card or passport from the applicant's country of citizenship along with an individual tax identification number and proof of Illinois residency. Provides that an intrastate non-domiciled CDL or CLP shall be for purposes of transport within the State. Requires the words "intrastate non-domiciled CDL" or "intrastate non-domiciled CLP" to appear on the face of the non-domiciled CDL or CLP. Requires the applicant to surrender any non-domiciled CDL, license, or permit issued by any other state. Provides that the Secretary shall adopt rules for the requirements of the issuance of a license in accordance with the provisions.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 6-509.1 as follows:
 
6    (625 ILCS 5/6-509.1 new)
7    Sec. 6-509.1. Intrastate non-domiciled commercial
8learner's permit and non-domiciled commercial driver's
9license. The Secretary of State may issue an intrastate
10non-domiciled CPL or intrastate non-domiciled CDL to a foreign
11national who is ineligible to obtain a social security number,
12if the foreign national presents to the Secretary a consular
13card or passport from the applicant's country of citizenship
14along with an individual tax identification number and proof
15of residency in this State. An intrastate non-domiciled CDL or
16CLP shall be for purposes of transport within the State. The
17words "intrastate non-domiciled CDL" or "intrastate
18non-domiciled CLP" must appear on the face of the
19non-domiciled CDL or CLP. Applicants must surrender any
20non-domiciled CDL, license, or permit issued by any other
21state, if applicable. The Secretary shall adopt rules for the

23this Section.
