1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Fire Investigation Act is amended by adding
5Section 13.2 as follows:
 
6    (425 ILCS 25/13.2 new)
7    Sec. 13.2. Youth Firesetter Interventionist Coordinator;
8Certified Youth Firesetter Interventionists.
9    (a) The Office of the State Fire Marshal shall create the
10position of Youth Firesetter Interventionist Coordinator
11within the Division of Arson. The Youth Firesetter
12Interventionist Coordinator must be a certified youth
13firesetter interventionist.
14    The Office shall use National Fire Protection Association
15standards related to the Youth Firesetter Intervention Program
16Manager in the development of the job responsibilities for the
17Youth Firesetter Interventionist Coordinator.
18    The Youth Firesetter Interventionist Coordinator shall
19have the following responsibilities:
20        (1) The Youth Firesetter Interventionist Coordinator
21    shall ensure that a Certified Youth Firesetter
22    Interventionist employed within the Office, or a local
23    Certified Youth Firesetter Interventionist, physically

1    sees or connects with a youth whose case was referred to
2    the Office within 72 hours of a referral. If no other
3    Certified Youth Firesetter Interventionist is available,
4    then the Youth Firesetter Interventionist Coordinator must
5    take the case and ensure that he or she physically sees or
6    connects with the youth within 72 hours. The 72 hours
7    includes any weekend days or national or State holidays.
8        (2) The Youth Firesetter Interventionist Coordinator
9    shall assist with Freedom of Information Act requests.
10        (3) The Office shall create a report on Youth
11    Firesetter Interventions, and shall submit such report to
12    the General Assembly. The report shall be semiannual for
13    the first 2 years, and the first report shall be submitted
14    to the General Assembly by December 31, 2023. After the
15    first 3 semiannual reports, the report shall be submitted
16    annually. The semiannual reports shall be submitted by:
17    December 31, 2023, June 30, 2024, and December 31, 2024.
18    (b) A local Certified Youth Firesetter Interventionist
19rostered with a fire department or fire protection district
20may receive a $250 stipend and mileage reimbursement for any
21necessary travel for a case only if the local Certified Youth
22Firesetter Interventionist is not otherwise compensated by
23another employer or entity for that case.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
