| 1 | | AN ACT concerning revenue.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Housing Development Act is amended | 5 | | by adding Section 35 as follows: | 6 | | (20 ILCS 3805/35 new) | 7 | | Sec. 35. Property Tax Payment Plan Task Force. | 8 | | (a) In counties with 3,000,000 or more inhabitants, the | 9 | | annual tax sale has a disproportionately negative impact on | 10 | | minority communities. The loss of owner-occupied homes | 11 | | following the annual tax sale results in a loss of home equity | 12 | | for impacted households and negatively impacts the ability of | 13 | | those households to build generational wealth. The creation of | 14 | | a well-designed payment plan program that allows | 15 | | owner-occupants to repay delinquent property taxes has the | 16 | | potential to help homeowners who are unable to afford their | 17 | | property taxes avoid the tax sale and the potential loss of | 18 | | their home while also ensuring that property taxes are | 19 | | collected for the benefit of local taxing districts. Such a | 20 | | payment plan program will result in a more equitable and | 21 | | effective property tax system. | 22 | | (b) The Property Tax Payment Plan Task Force is hereby | 23 | | created. The Task Force shall consist of the following |
