SYNOPSIS AS INTRODUCED:
 
20 ILCS 2610/9.5 new
50 ILCS 705/6.8 new

    Amends the Illinois State Police Act and the Illinois Police Training Act. Provides that a person may not be selected or appointed as a State Police officer or certified as a law enforcement officer unless the person has performed satisfactorily on the Minnesota Multiphasic Personality Inventory 2 (MMPI-2) or another preemployment personality test prescribed and administered by the Illinois State Police or the Illinois Law Enforcement Training Standards Board. The test shall be taken by all applicants in the final selection process for a State Police officer or law enforcement position. Includes provisions relating to interpretation and evaluation of the preemployment personality test and testing dates. Provides that the Illinois State Police or law enforcement agency shall screen all officers at least once annually to evaluate the overall mental health of the officer, including whether the officer has negative impact of lateral trauma, signs of depression or post-traumatic stress disorder, or other negative outcomes related to the officer's career.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois State Police Act is amended by
5adding Section 9.5 as follows:
 
6    (20 ILCS 2610/9.5 new)
7    Sec. 9.5. Mandatory personality testing; mental health
8screening.
9    (a) A person may not be selected or appointed as a State
10Police officer unless the applicant has performed
11satisfactorily on the Minnesota Multiphasic Personality
12Inventory 2 (MMPI-2) or another preemployment personality test
13prescribed and administered by the Illinois State Police. The
14test shall be taken by all applicants in the final selection
15process for a State Police officer position.
16    (b) The preemployment personality test under subsection
17(a) shall be administered, scored, and interpreted by the
18Director of the Illinois State Police or by the Director's
19designee. The test shall be evaluated and test results and
20evaluations shall be forwarded to the Director for selection
21purposes.
22    (c) The Illinois State Police shall have at least one
23testing date each calendar year.

1    (d) The Illinois State Police shall screen all State
2Police officers at least once annually to evaluate the overall
3mental health of the officer. These annual screenings should
4determine, due to the responses given, whether the officer has
5negative impact of lateral trauma, signs of depression or
6post-traumatic stress disorder, or other negative outcomes
7related to the officer's career.
 
8    Section 10. The Illinois Police Training Act is amended by
9adding Section 6.8 as follows:
 
10    (50 ILCS 705/6.8 new)
11    Sec. 6.8. Mandatory personality testing; mental health
12screening.
13    (a) An applicant may not be certified as a law enforcement
14officer unless the applicant has performed satisfactorily on
15the Minnesota Multiphasic Personality Inventory 2 (MMPI-2) or
16another preemployment personality test prescribed and
17administered by the Board. The test shall be taken by all
18applicants in the final selection process for a law
19enforcement position.
20    (b) The preemployment personality test under subsection
21(a) shall be administered, scored, and interpreted by the
22Board or by an individual who has been approved by the Board.
23The test shall be evaluated and test results and evaluations
24shall be forwarded by the Board to a law enforcement agency for

2    (c) The Board shall have at least 2 testing dates each
3calendar year.
4    (d) Each law enforcement agency shall screen all officers
