HOUSE RESOLUTION

 
2    WHEREAS, The ability to read is fundamental to an
3individual's success and their ability to take part in our
4democracy as a responsible citizen; and
 
5    WHEREAS, According to 2022 data from the National
6Assessment of Education Progress (NAEP), one third of Illinois
7children are reading below their basic grade level; and
 
8    WHEREAS, A study by the Annie E. Casey Foundation found
9that third graders that do not read proficiently are four
10times more likely to drop out of high school, and low-income
11students that do not read proficiently are six times more
12likely to drop out of high school; and
 
13    WHEREAS, Students that cannot read proficiently experience
14difficulty in every school subject and find it hard to succeed
15academically; and
 
16    WHEREAS, Students who cannot read proficiently are not
17well prepared for life after school; and
 
18    WHEREAS, Parents are indispensable in the education of
19their children, and the habits that parents model and the
20passions they instill are vital to a child's development;

1therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we declare the week of May 5 through May 11, 2023 as Read with
5Your Child Week in the State of Illinois; and be it further
 
6    RESOLVED, That we encourage all Illinois schools to
7promote Read with Your Child Week with appropriate activities;
8and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Dr. Tony Sanders, the State Superintendent of
11Education.
