SYNOPSIS AS INTRODUCED:
 
205 ILCS 730/25 new
740 ILCS 14/16 new

    Amends the Blockchain Technology Act. Prohibits a public or private entity from requiring an individual to submit a blockchain based identification system as a condition of receiving goods or services from the public or private entity. Amends the Biometric Information Privacy Act. Prohibits a public or private entity from requiring an individual to provide a biometric identifier or biometric information as a condition of receiving goods or services from the public or private entity.

1    AN ACT concerning civil law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Blockchain Technology Act is amended by
5adding Section 25 as follows:
 
6    (205 ILCS 730/25 new)
7    Sec. 25. Prohibited requirement. No public or private
8entity that uses blockchain technology to conduct a
9transaction shall require an individual to submit a blockchain
10based identification system as a condition of receiving goods
11or services from the public or private entity.
 
12    Section 10. The Biometric Information Privacy Act is
13amended by adding Section 16 as follows:
 
14    (740 ILCS 14/16 new)
15    Sec. 16. Prohibited requirement. No public or private
16entity that collects, captures, purchases, receives through
17trade, otherwise obtains biometric identifiers or biometric
18information shall require an individual to provide a biometric
19identifier or biometric information as a condition of
20receiving goods or services from the public or private entity.
