SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Charles Russell Fiser of Rock Island, who passed away on September 30, 2021; and

WHEREAS, Charles Fiser was born to Charles Pete Fiser and Dorothy (Leisure) Entwistle in Marion, Indiana on July 29, 1941; he attended Moline schools before choosing to serve his country in the U.S. Navy; he earned his GED later in life; he married Bonnie Ann Mullikin on August 22, 1964, and they celebrated 37 years of marriage before her passing in 2001; he married Donna (Shreve) Mander on May 14, 2004; and

WHEREAS, Charles Fiser began working at a young age at Lagomarcino's; after his service, he worked for 25 years at International Harvester (IH); after the closing of IH, he worked at the Rock Island Arsenal for 25 years; he worked multiple jobs throughout his life, including at Sears, as a Rock Island County Courthouse bailiff, and many other odd jobs, all to provide a great life for his family; and

WHEREAS, Charles Fiser served as a deacon and elder and was part of the Ministry Teams and Praise Teams at his church; he was deeply committed to his faith and went on a variety of mission trips, including two to Haiti; and

WHEREAS, Charles Fiser loved to travel; he was able to travel to Alaska, Hawaii, and Turkey while working for the Rock Island Arsenal; he loved his home and the weather in Florida where he could golf daily, go to the beach, and spend time with friends; he was part of a barbershop quartet and enjoyed many building projects; he was an avid Chicago Bears and Chicago Cubs fan; he loved pets, especially his beloved Bella; and

WHEREAS, Charles Fiser was preceded in death by his parents; his first wife, Bonnie; two brothers, Tom Hoffman and Bill Hoffman; and one sister, Margaret Kaskadden; and

WHEREAS, Charles Fiser is survived by his wife of 17 years, Donna Mander Fiser; his two children, Chuck (Susan) Fiser and Ann (Gregg) Schipper; his two bonus sons, Matt Mander and Mark Mander; his seven grandchildren, Alec and Andrew Fiser, Kyle, Kelly, and Kara Schipper, and Morgan and Madison Mander; his two sisters, Marilyn Brown and Sharon Mee; and his sister-in-law, Marian Hoffman; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Charles Russell Fiser and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Charles Fiser as an expression of our deepest sympathy.
