| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Sandra Jo Carter, who passed away on | 4 | | February 25, 2021; and
| 5 | | WHEREAS, Sandra Jo Carter was born in Harvey on January | 6 | | 13, 1938; as a young girl, she was raised by her grandparents, | 7 | | Clarence and Cleo Chesney; she graduated from Thornton | 8 | | Township High School in 1956; she married Harold Carter in | 9 | | 1962, and he preceded her in death in 2016; and
| 10 | | WHEREAS, Sandra Jo Carter worked for the Illinois Central | 11 | | Railroad for several years until she was married in 1962, and | 12 | | she later raised a family; and
| 13 | | WHEREAS, Sandra Jo Carter propelled her love of children | 14 | | into a career, running her own daycare business for over 30 | 15 | | years; and
| 16 | | WHEREAS, Sandra Jo Carter was very involved in | 17 | | volunteerism at her children's schools; she also served as a | 18 | | troop leader for Brownies and Cub Scouts; and
| 19 | | WHEREAS, Sandra Jo Carter had a passion for books and | 20 | | movies; she idolized Clark Gable and loved the movie Gone with |

| 1 | | the Wind; she adored pansies and goldfinches; she loved | 2 | | hearing her grandchildren sing "You are My Sunshine" to her; | 3 | | she was passionate about Hawaii and went there on a dream | 4 | | vacation with her family in 1998; she will be remembered for | 5 | | her devotion to her family; and
| 6 | | WHEREAS, Sandra Jo Carter was the wife of Harold for | 7 | | nearly 54 years; the mother of her adopted children, Scott and | 8 | | Melia; the mother-in-law of Ginny Carter and Tom Cousins; and | 9 | | the grandmother of Kailan Carter, Jessica Carter, Ava Cousins, | 10 | | and Eli Cousins; therefore, be it
| 11 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 12 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 13 | | Sandra Jo Carter and extend our sincere condolences to her | 14 | | family, friends, and all who knew and loved her; and be it | 15 | | further
| 16 | | RESOLVED, That a suitable copy of this resolution be | 17 | | presented to the family of Sandra Jo Carter as an expression of | 18 | | our deepest sympathy.
