SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Sandra Jo Carter, who passed away on February 25, 2021; and

WHEREAS, Sandra Jo Carter was born in Harvey on January 13, 1938; as a young girl, she was raised by her grandparents, Clarence and Cleo Chesney; she graduated from Thornton Township High School in 1956; she married Harold Carter in 1962, and he preceded her in death in 2016; and

WHEREAS, Sandra Jo Carter worked for the Illinois Central Railroad for several years until she was married in 1962, and she later raised a family; and

WHEREAS, Sandra Jo Carter propelled her love of children into a career, running her own daycare business for over 30 years; and

WHEREAS, Sandra Jo Carter was very involved in volunteerism at her children's schools; she also served as a troop leader for Brownies and Cub Scouts; and

WHEREAS, Sandra Jo Carter had a passion for books and movies; she idolized Clark Gable and loved the movie Gone with the Wind; she adored pansies and goldfinches; she loved hearing her grandchildren sing "You are My Sunshine" to her; she was passionate about Hawaii and went there on a dream vacation with her family in 1998; she will be remembered for her devotion to her family; and

WHEREAS, Sandra Jo Carter was the wife of Harold for nearly 54 years; the mother of her adopted children, Scott and Melia; the mother-in-law of Ginny Carter and Tom Cousins; and the grandmother of Kailan Carter, Jessica Carter, Ava Cousins, and Eli Cousins; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Sandra Jo Carter and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Sandra Jo Carter as an expression of our deepest sympathy.
