1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unemployment Insurance Act is amended by
5adding Section 1502.5 as follows:
 
6    (820 ILCS 405/1502.5 new)
7    Sec. 1502.5. Benefit charges.
8    A. With respect to any benefits that are paid for a week of
9unemployment that begins on or after January 3, 2021, and
10before September 4, 2021, and would not have been paid but for
11subsection D of Section 612, notwithstanding any other
12provisions to the contrary, an employer that is subject to the
13payment of contributions shall not be chargeable for any
14benefit charges.
15    B. With respect to any regular benefits paid for a week of
16unemployment that begins on or after January 3, 2021, and
17before September 4, 2021, and would not have been paid but for
18subsection D of Section 612, notwithstanding any other
19provisions to the contrary except subsection E of Section
201502.4, a nonprofit organization that is subject to making
21payments in lieu of contributions shall be chargeable for 50%
22of the benefits paid if the week begins before April 4, 2021,
23and 75% if the week begins on or after April 4, 2021.

1    C. With respect to any benefits paid for a week of
2unemployment that begins on or after January 3, 2021, and
3before September 4, 2021, and would not have been paid but for
4subsection D of Section 612, notwithstanding any other
5provisions to the contrary except subsection E of Section
61502.4 and irrespective of whether the State or local
7government paid the individual who received the benefits wages
8for insured work during the individual's base period, the
9State and any local government that is subject to making
10payments in lieu of contributions shall be chargeable for 50%
11of the benefits paid if the week begins before April 4, 2021,
12and 75% if the week begins on or after April 4, 2021.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
