HOUSE RESOLUTION

 
2    WHEREAS, The federal Social Security Act includes two
3provisions, the Government Pension Offset and the Windfall
4Elimination Provision, that reduce the Social Security
5benefits payable to persons who are entitled to benefits under
6the public retirement systems of the State under certain
7conditions; and
 
8    WHEREAS, These provisions penalize individuals who
9dedicate the majority of their productive years to public
10service to the State of Illinois, including educators, police
11officers, and firefighters; and
 
12    WHEREAS, These provisions remove benefits that public
13employees or their spouses have earned by paying into the
14Social Security system; and
 
15    WHEREAS, These provisions often leave public employees
16facing poverty in their retirement; and
 
17    WHEREAS, The State of Illinois benefits with the
18recruitment of the best and most able individuals for public
19employment but is hindered from doing so because of the offset
20penalties; and

1    WHEREAS, These provisions discourage individuals from
2moving from private sector employment into positions of public
3employment; therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we encourage and support action by the Congress of the United
7States to enact legislation to repeal the Government Pension
8Offset and the Windfall Elimination Provision from the Social
9Security Act or to reduce the effects thereof; and be it
10further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the President of the United States, the U.S.
13Senate Majority Leader, the U.S. Senate Minority Leader, the
14U.S. Speaker of the House, the U.S. House of Representatives
15Minority Leader, and all members of the Illinois Congressional
16Delegation.
