HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to commend and congratulate Marta
4Lockwood for her many contributions to her students and the
5State of Illinois; and
 
6    WHEREAS, The Association of Family, Career and Community
7Leaders of America (FCCLA) is a national student organization
8that helps young men and women become better leaders in their
9families, careers, and communities; and
 
10    WHEREAS, Students learn skills for life, including
11planning, goal setting, problem solving, decision making, and
12interpersonal communication; FCCLA is the only student
13organization with the family as its central focus; members
14have the opportunity to demonstrate leadership skills through
15participating in proficiency events, showcasing community
16service projects, exploring careers, attending educational
17sessions, and serving as an elected officer; and
 
18    WHEREAS, Marta Lockwood started teaching Family and
19Consumer Science at Sullivan High School in the fall of 1987;
20she has advised four state officers and numerous state and
21national STAR event winners; she has received numerous local
22awards and award nominations for Excellence in Teaching; and

1    WHEREAS, Marta Lockwood was contacted by the Illinois
2FCCLA to work alongside Norma Gill, the FCCLA Executive
3Director at the time who was nearing retirement; she agreed
4and then served as the FCCLA State Competitive Events
5Coordinator from 1993 to 1998 and then as the Leadership
6Consultant for Illinois FCCLA from 1998 to 2001; and
 
7    WHEREAS, After eight years of on-the-job training, Marta
8Lockwood was hired to replace Norma Gill as Executive Director
9of Illinois FCCLA in the Fall of 2001; she began serving as the
10Illinois FCCLA Executive Director part time during her 15th
11and final year in the classroom as a Family and Consumer
12Science teacher at Sullivan High School; she started as the
13full-time Illinois FCCLA Executive Director in June 2002; and
 
14    WHEREAS, Marta Lockwood became a leader for the National
15FCCLA State Advisors team and served as the Lead Coordinator
16for the National FCCLA Parliamentary Procedure STAR event and
17the FCCLA Knowledge Bowl; she was named the National FCCLA
18State Adviser of the Year in 2005; and
 
19    WHEREAS, Closer to home, Marta Lockwood has served as the
20Secretary-Treasurer and Chairperson for the Illinois
21Coordinating Council for Career and Technical Student
22Organizations (ICCCTSO) and became the Director for the annual

1ICCCTSO Seminar four years ago; and
 
2    WHEREAS, Marta Lockwood's leadership has been vital to the
3success of the Illinois FCCLA, the National FCCLA, and the
4ICCCTSO, which has prompted the establishment of the Marta
5Lockwood FCCLA Leadership Scholarship; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we commend and congratulate Marta Lockwood for her many
9contributions to her students and the State of Illinois; and
10be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to Marta Lockwood as an expression of our esteem and
13respect.
