| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Rincon Family Services on | 4 | | the occasion of the 50th anniversary of its founding; and
| 5 | | WHEREAS, Rincon Family Services was originally founded in | 6 | | 1972 by Rafael "Paloma" Rios through a clinic called El | 7 | | Rincon; a 501 (c)(3) not-for-profit organization, it was | 8 | | established by community residents and individuals
recovering | 9 | | from substance use on the west side of Chicago, one of the | 10 | | first Latino-focused substance use treatment centers; and
| 11 | | WHEREAS, In 2011, El Rincon became Rincon Family Services | 12 | | as a result of the awareness that substance abuse can have a | 13 | | domino effect on
families; in the last five years, it has added | 14 | | seven new programs that engage children, teenagers, and | 15 | | parents with effective methods of treating and preventing | 16 | | addictive behaviors; and
| 17 | | WHEREAS, Rincon Family Services's mission is to render | 18 | | compassionate and effective programs that promote the quality | 19 | | of life by serving as a catalyst for advocacy, education, and | 20 | | empowerment of individuals and their families; the | 21 | | organization has expanded its mission to address the needs of | 22 | | the larger community by providing counseling, case
management, |

| 1 | | prevention, and treatment across Chicagoland; and
| 2 | | WHEREAS, Rincon Family Services celebrated the official | 3 | | incorporation of Youth Service Project (YSP) as a division of | 4 | | Rincon Family Services in 2017, and the united missions of the | 5 | | agencies combine to bring more comprehensive programs to the | 6 | | community with an increased focus on youth and their families; | 7 | | and
| 8 | | WHEREAS, Rincon Family Services launched Operation | 9 | | Counting Lives, Saving Lives in response to the unprecedented | 10 | | COVID-19 pandemic, which was a multi-faceted grassroots | 11 | | campaign that deployed teams of staff and volunteers to serve | 12 | | as essential and front-line workers distributing hand | 13 | | sanitizer, masks, gloves, and other equipment to the most | 14 | | vulnerable members of the community while working to explain | 15 | | the importance of being counted in the 2020 census; therefore, | 16 | | be it
| 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 18 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 19 | | we congratulate Rincon Family Services and its leadership, | 20 | | President and CEO Eddy Borrayo, Chairman of the Board Milton | 21 | | Rodriguez, and Chair Emeritus Hilda Frontany, on the 50th | 22 | | anniversary of its founding, and we wish the organization many | 23 | | more successful years; and be it further
