| 2 | | WHEREAS, The members of the House of Representatives wish | 3 | | to congratulate Terry Cosgrove on his retirement from serving | 4 | | as the president and CEO of Personal PAC; and
| 5 | | WHEREAS, In addition to his Personal PAC responsibilities, | 6 | | Terry Cosgrove has also lent assistance to NARAL Pro-Choice | 7 | | America, Planned Parenthood affiliates across the country, the | 8 | | National Organization for Women (NOW), the National Pro-Choice | 9 | | Resource Center, Voters for Choice, the Women's Campaign Fund, | 10 | | Emily's List, and the Emergency Abortion Loan Fund over the | 11 | | past 31 years; and | 12 | | WHEREAS, Terry Cosgrove worked as a tenant counselor in | 13 | | central Illinois for several years beginning in 1977, where he | 14 | | helped low-income women who were being evicted from their | 15 | | apartments for non-payment of rent and unable to pay their gas | 16 | | and electric bills; and
| 17 | | WHEREAS, Terry Cosgrove served as the volunteer record | 18 | | keeper for the Emergency Abortion Loan Fund that raised and | 19 | | lent money to low-income women who wanted to obtain a legal | 20 | | abortion; through this work, he became a pro-choice advocate | 21 | | 40 years ago; and

| 1 | | WHEREAS, Terry Cosgrove played a pivotal role in the | 2 | | restoration of abortion services for low-income women at John | 3 | | H. Stroger Jr. Hospital of Cook County in 1992; and
| 4 | | WHEREAS, Terry Cosgrove was instrumental in the passing of | 5 | | House Bill 40 in 2017, the passing of the Reproductive Health | 6 | | Act in 2019, and the repeal of the dangerous Parental Notice of | 7 | | Abortion law in 2021; and
| 8 | | WHEREAS, Terry Cosgrove was appointed to the Illinois | 9 | | Human Rights Commission by Governor Pat Quinn, with | 10 | | confirmation by the Illinois Senate, in 2011; and
| 11 | | WHEREAS, Terry Cosgrove was honored with the Freedom of | 12 | | Choice award by the Chicago Abortion Fund and the Ally Award by | 13 | | the Lake County Democratic Women; he was inducted into the | 14 | | Chicago LGBTQ Hall of Fame in 2014 for his role in filing the | 15 | | first successful national lawsuit challenging discrimination | 16 | | based on sexual orientation in public accommodations in 1980; | 17 | | and
| 18 | | WHEREAS, Terry Cosgrove has an academic background in the | 19 | | area of economic justice and equity as it pertains to gender | 20 | | discrimination and the treatment of women as second class | 21 | | citizens; and

| 1 | | WHEREAS, Terry Cosgrove earned his Master of Social Work | 2 | | from the Jane Addams School of Social Work with a focus on | 3 | | public policy and its impact on reproductive rights; he earned | 4 | | his second master's degree in Labor & Industrial Relations; | 5 | | and
| 6 | | WHEREAS, Terry Cosgrove has committed his life to making | 7 | | sure laws that terrorize low-income and young women are | 8 | | repealed; therefore, be it | 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 10 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 11 | | we congratulate Terry Cosgrove on his retirement from serving | 12 | | as the president and CEO of Personal PAC and commend him for | 13 | | his years of dedicated service; and be it further
| 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to Terry Cosgrove as a symbol of our esteem and | 16 | | respect.
