HOUSE RESOLUTION

 
2    WHEREAS, According to information compiled by the
3Governor's Office of Executive Appointments, the State of
4Illinois has over 300 boards, commissions, task forces,
5councils, and authorities (referred to as "boards and
6commissions"); and
 
7    WHEREAS, These boards and commissions are created by
8statutes, resolutions, and Executive Orders to serve a variety
9of advisory and substantive functions; and
 
10    WHEREAS, There are cumulatively hundreds of members on
11these boards and commissions; and
 
12    WHEREAS, Compensation to members of boards and commissions
13ranges from set salaries, stipends, or per diems to
14reimbursement of expenses only; and
 
15    WHEREAS, State agency directors and employees often serve
16as members of boards and commissions or provide administrative
17support to boards and commissions, or both, in addition to
18performing their regular duties; and
 
19    WHEREAS, According to findings of the Auditor General,
20some boards and commissions are not fulfilling their mission,

1including boards and commissions that were never established,
2were established at one time but are now inactive, have
3long-term vacancies, have members serving expired terms, or
4have failed to meet periodically as required; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
6HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7the Auditor General is directed to conduct a management audit
8of the State's boards and commissions; and be it further
 
9    RESOLVED, That the audit include, but not be limited to,
10the following for every known State board and commission:
11        (1) its name and purpose;
12        (2) the number of appointed members and the number of
13    vacancies and the length of the vacancies;
14        (3) costs of member stipends, salaries, and per diems
15    and expense reimbursements to members and State officials
16    and employees for attending board and commission meetings
17    during Fiscal Years 2021 and 2022;
18        (4) the date of each of the board's or commission's
19    meetings during Fiscal Years 2021 and 2022 and the number
20    of members in attendance and the number of members absent;
21    and
22        (5) identification of any report or work product
23    prepared and made available by the board or commission
24    during Fiscal Years 2021 and 2022; and be it further

1    RESOLVED, That all State agencies and boards and
2commissions and any other entity having information relevant
3to this audit cooperate fully and promptly with the Auditor
4General's Office in the conduct of this audit; and be it
5further
 
6    RESOLVED, That the Auditor General commence this audit as
7soon as possible and report his or her findings and
8recommendations upon completion in accordance with the
9provisions of Section 3-14 of the Illinois State Auditing Act;
10and be it further
 
11    RESOLVED, That a copy of this resolution be delivered to
12the Auditor General.
