| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Springfield Police Chief | 4 | | Kenny Winslow on the occasion of his retirement from the | 5 | | Springfield Police Department; and
| 6 | | WHEREAS, Chief Winslow is native of Alton; he earned his | 7 | | bachelor's degree from the University of Illinois Springfield | 8 | | and his associate's degree from Lewis and Clark Community | 9 | | College; he graduated from Northwestern University's Executive | 10 | | Management Program and School of Police Staff & Command, the | 11 | | Southern Police Institute's Chief Executive Leadership Course, | 12 | | as well as other executive and management courses; and
| 13 | | WHEREAS, Chief Winslow joined the Springfield Police | 14 | | Department in January 1995, and he has served as chief since | 15 | | being named interim chief in 2013; and
| 16 | | WHEREAS, Under Chief Winslow's leadership, many community | 17 | | policing initiatives were implemented, including partnering | 18 | | with The Outlet Mentoring Group for their annual Bridging the | 19 | | Gap barbecue with residents and with the NAACP and NOBLE on | 20 | | their "Know Your Rights" and "Law and You" programs; he has | 21 | | also overseen the Lights in the Mirror program, Coffee with | 22 | | Cops, the Halloween Safety Event, Focused Deterrence, |

| 1 | | Community Staff Walks, National Night Out, Teen Police | 2 | | Academy, school reading programs, and much more; and
| 3 | | WHEREAS, Chief Winslow helped coordinate the Springfield | 4 | | Police Department's Annual Beards and Badges campaign, which | 5 | | has raised over $26,000 in the past five years for the American | 6 | | Cancer Society to support research into women's and men's | 7 | | health; he has been very active in his community and | 8 | | participates in many events; he has also served on various | 9 | | boards, including Memorial Behavioral Health and the Illinois | 10 | | Law Enforcement Alarm System's Executive Board; and
| 11 | | WHEREAS, Chief Winslow oversaw the implementation of body | 12 | | cameras, making the Springfield Police Department the first | 13 | | major police department in Illinois to use them; he has been a | 14 | | leading voice within the Illinois Association of Chiefs of | 15 | | Police (ILACP) in making recommendations for how the cameras | 16 | | can be used most successfully in Illinois; and
| 17 | | WHEREAS, In recognition of his leadership and exemplary | 18 | | public service, Chief Winslow was named the 2021 Chief of the | 19 | | Year by the ILACP, a 1,200-member statewide organization; this | 20 | | award is given to a chief who excels in his or her own | 21 | | department and provides extraordinary service to the | 22 | | association; and

| 1 | | WHEREAS, Chief Winslow will retire from the Springfield | 2 | | Police Department on January 28, 2022; therefore, be it
| 3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 4 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 5 | | we congratulate Chief Kenny Winslow on his retirement from the | 6 | | Springfield Police Department, and we wish him the best in his | 7 | | future endeavors; and be it further
| 8 | | RESOLVED, That a suitable copy of this resolution be | 9 | | presented to Chief Winslow as an expression of our esteem and | 10 | | respect.
