HOUSE RESOLUTION

 
2    WHEREAS, Family Court Awareness Month (FCAM) was created
3to shine a spotlight on the dark topic of family court while
4honoring the children who have been murdered by separating or
5divorcing parents since 2008; and
 
6    WHEREAS, Family Court Awareness Month was conceptualized
7by Tina Swithin, founder and CEO of One Mom's Battle (OMB), in
82020; and
 
9    WHEREAS, The mission of One Mom's Battle and the Family
10Court Awareness Month Committee (FCAMC) is to increase
11awareness on the importance of a family court system that
12prioritizes child safety and acts in the best interest of
13children; and
 
14    WHEREAS, The mission of the Family Court Awareness Month
15Committee is to increase awareness on the importance of
16education and training on domestic violence, childhood trauma,
17and post separation abuse for all professionals working within
18the family court system; and
 
19    WHEREAS, The mission of the Family Court Awareness Month
20Committee is to educate judges and other family court
21professionals on the empirical data and research that is

1currently available, as such research is a critical component
2to making decisions that are truly in the best interest of
3children; this research includes The Adverse Childhood
4Experiences (ACE) Study by the CDC-Kaiser Permanente, the
5Saunder's Study by the U.S. Department of Justice, The Meier
6Study: Child Custody Outcomes in Cases Involving Abuse
7Allegations, and the Santa Clara Law Study titled Confronting
8the Challenge of High-Conflict Personality in Family Court;
9and
 
10    WHEREAS, The mission of the Family Court Awareness Month
11Committee is fueled by the desire for awareness and change in
12the family court system while honoring the more than 100
13children in the United States who have been murdered by a
14parent after a custody court rejected the other parent's plea
15for protection, as noted by the Center for Judicial
16Excellence; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
18HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we declare the month of November 2021 as Family Court
20Awareness Month in the State of Illinois; and be it further
 
21    RESOLVED, That suitable copies of this resolution be
22presented to One Mom's Battle and the Family Court Awareness
23Month Committee with our sincere appreciation for their
