HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 102nd General
5Assembly are amended by changing Rule 56 and by adding Rule
649.5.
 
7    (House Rule 49.5)
8    49.5. Remote Participation and Voting in Session.
9    (a) On any session day after May 31, 2021 and before the
10first day of fall veto session in 2021, the House may adopt a
11motion to allow members to remotely participate and vote in
12session on any matter before the House that day, provided that
13at all times a quorum of members is physically present at the
14location of session. Members participating remotely shall be
15added to quorum roll call of the House by the Clerk and
16considered present and in attendance at the session for all
17purposes under these Rules; provided that the members shall
18not be entitled to per diem expense reimbursements unless they
19appear in person before the Clerk or the Clerk's designee
20after the quorum roll call but prior to the close of the
21Clerk's Office for the day. Action taken by a member who is
22participating remotely shall have the same legal effect as if
23the member were physically present when the action is taken.
24    (b) While a record vote is being taken, the Presiding

1Officer shall direct the Clerk to call the names of those
2members participating remotely and each such member shall
3announce his or her vote to be recorded.
4    (c) The Speaker may establish additional procedures for
5remote participation or voting under this Section.

7    56. Verification.
8    (a) After any record vote, except for a vote that requires
9a specific number of affirmative votes and that has not
10received the required votes, and before intervening business,
11it is in order for any member that voted on the question to
12request verification of the results of the record vote, except
13that (i) a member voting in the affirmative may not request
14verification of the affirmative votes and (ii) a member voting
15in the negative may not request a verification of the negative
16votes. A Representative who voted "present" or failed to vote
17on the question does not have the right to move for a
18verification. If a member is disqualified from requesting a
19verification, a qualifying member who makes a subsequent
20request for a verification shall be allowed to proceed with
21the verification.
22    (b) In verifying a record vote, the Presiding Officer
23shall instruct the Clerk to call the names of those members
24whose votes are to be verified. The member requesting the
25verification may thereafter identify those members he or she

1wishes to verify. If a member does not answer, his or her vote
2shall be stricken; the member's vote shall be restored to the
3roll, however, if his or her presence is recognized before the
4Presiding Officer announces the final result of the
5verification. The Presiding Officer shall determine the
6presence or absence of each member whose name is called, and
7shall then announce the results of the verification.
8    (c) While the results of any record vote are being
9verified, it is in order for any member to announce his or her
10presence on the floor and thereby have his or her vote
11verified. The Presiding Officer may announce the presence of
12any member and thereby have his or her vote verified prior to
13ordering the Clerk to call the names of the members whose votes
14are to be verified.
15    (d) A request for a verification of the affirmative and
16negative results of a record vote may be made only once on each
17record vote.
