HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Joel Brumlik on the
4occasion of his retirement as chief of the Winthrop Harbor
5Police Department; and
 
6    WHEREAS, Chief Brumlik started his law enforcement career
7with the Los Angeles Sheriff's Department in California before
8serving under the Lake County Sheriff's Department in
9Illinois; he later served as acting chief with the Town of
10LaGrange Police Department in Walworth County, Wisconsin; and
 
11    WHEREAS, Chief Brumlik was named chief of the Winthrop
12Harbor Police Department in May 1997, the 21st year of his
1345-year law enforcement career; and
 
14    WHEREAS, During his tenure with the Winthrop Harbor Police
15Department, Chief Brumlik restructured the department's staff
16through augmenting sworn full-time officers with a cadre of
17experienced part-time law enforcement personnel, thus
18providing extremely effective and efficient public safety
19services to the Winthrop Harbor community; and
 
20    WHEREAS, Chief Brumlik established ongoing training and
21operational evaluations as norms within the Winthrop Harbor

1Police Department, raising the department to a level of
2professionalism that rivaled larger and better funded local
3law enforcement departments; and
 
4    WHEREAS, Chief Brumlik has instilled in every member of
5the Winthrop Harbor Police Department the value of respecting
6diversity, always providing equitable services, and placing
7public service over self; his leadership has been essential to
8the Village of Winthrop Harbor becoming a family friendly and
9desirable place to live; and
 
10    WHEREAS, Chief Brumlik's retirement plans include
11traveling with his wife, Cindy, and spending time with his
12children and grandchildren; and
 
13    WHEREAS, Chief Brumlik will retire on May 31, 2021;
14therefore, be it
 
15    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
16HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17we congratulate Chief Joel Brumlik on the occasion of his
18retirement from the Winthrop Harbor Police Department,
19recognize his 24 years of service to the department and the
20community, and wish him the best in all his future endeavors;
21and be it further

1    RESOLVED, That a suitable copy of this resolution be
2presented to Chief Brumlik as an expression of our esteem and
3respect.
