SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/5-1188 new

    Amends the Counties Code. Establishes a smart pole pilot program in Cook County. Provides that the Cook County Board of Commissioners shall designate an area in Cook County to implement the program. Provides that the designated program area shall not be an area that is serviced by the Chicago Transit Authority train system but must be an area that has been determined by the Board of Commissioners to have a high incidence of gun violence. Provides that, subject to appropriation by the General Assembly, Cook County shall contract with one or more minority-owned businesses to install smart poles in the designated program area. Provides that the smart poles shall be constructed, located, and programmed in order to reduce crime in the designated program area. Requires annual reports to the General Assembly and Governor beginning December 31, 2024. Repeals the provisions on January 1, 2028. Effective January 1, 2023.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-1188 as follows:
 
6    (55 ILCS 5/5-1188 new)
7    Sec. 5-1188. Smart pole pilot program.
8    (a) As used in this Section:
9    "Minority-owned business" has the meaning given to that
10term in Section 2 of the Business Enterprise for Minorities,
11Women, and Persons with Disabilities Act.
12    "Smart pole" means a multi-function streetlight pole that
13has one or more color-changing LED lights, an integrated
14speaker, and the capacity to be remotely controlled and
15wirelessly connected to another smart pole. A smart pole may
16also have an emergency call system or integrated graphic sign.
17    (b) A smart pole pilot program is established in Cook
18County. The Cook County Board of Commissioners shall designate
19an area in Cook County for the smart pole pilot program to be
20implemented. The area designated by the Board of Commissioners
21for the implementation of the program shall not be an area that
22is serviced by the Chicago Transit Authority train system, but
23it must be an area that has been determined by the Board of

1Commissioners to have a high incidence of gun violence.
2    (c) Subject to appropriation by the General Assembly, Cook
3County shall contract with one or more minority-owned
4businesses to install smart poles in the designated program
5area. The smart poles shall be constructed, located, and
6programmed in order to reduce crime in the designated program
7area.
8    (d) By December 31, 2024, and by December 31 of each year
9thereafter, the Cook County Board of Commissioners shall
10submit a report to the General Assembly and Governor detailing
11how the smart pole pilot program has assisted in the reduction
12of crime, if at all.
13    (e) This Section is repealed January 1, 2028.
 
14    Section 99. Effective date. This Act takes effect January
