1    AN ACT concerning employment.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Job
5Training Assistance and Support Services Pilot Program Act.
 
6    Section 5. Purpose. The purpose of the Job Training
7Assistance and Support Services Pilot Program is to address
8significant barriers to individuals participating in
9apprenticeships, including, but not limited to, lack of
10affordable and reliable transportation, lack of affordable and
11high-quality childcare, and other barriers that may prohibit a
12worker from retaining employment. The Pilot Program may
13provide barrier reduction funding for eligible individuals
14participating in registered apprenticeship,
15pre-apprenticeship, or work-based learning programs such as an
16internship, paid work experience, transitional jobs training,
17on-the-job training, or incumbent worker programs administered
18by the Department of Commerce and Economic Opportunity.
 
19    Section 10. Job Training Assistance and Support Services
20Pilot Program.
21    (a) The Department of Commerce and Economic Opportunity
22shall, subject to appropriation, develop a Job Training

1Assistance and Support Services Pilot Program. The Department
2of Commerce and Economic Opportunity shall award grants to
3organizations to distribute subsidies to qualifying
4individuals. To be eligible for assistance under the Pilot
5Program, an individual is required to participate in a
6registered apprenticeship program, pre-apprenticeship program
7as defined by the United States Department of Labor, or
8work-based learning programs, such as an internship, paid work
9experience, transitional jobs training, on-the-job training,
10or incumbent worker programs administered by the Department of
11Commerce and Economic Opportunity.
12    (b) The assistance provided by the Pilot Program may
13include funds for transportation, child care, housing-related
14expenses, including, but not limited to, rent and utilities,
15transportation, child care, digital technology needs,
16education needs, mental health services, substance abuse
17services, income support, and work-related supplies that are
18not typically covered by programmatic supportive services.
 
19    Section 15. Report. No later than January 1, 2028, the
20Department of Commerce and Economic Opportunity shall submit
21to the Governor and the General Assembly a report that
22evaluates the results of the Pilot Program and its
23effectiveness in assisting Pilot Program participants in
24entering the workforce or in obtaining better employment. The
25report shall include a recommendation regarding whether to

1renew the Pilot Program, and if renewal is recommended, if the
2Pilot Program should be expanded or otherwise enhanced.
 
3    Section 20. Rules. The Department of Commerce and Economic
4Opportunity shall adopt all rules necessary for the
5implementation of the Pilot Program created under this Act.
 
6    Section 25. Repeal. This Act is repealed on January 1,
72029.
