SYNOPSIS AS INTRODUCED:
 
30 ILCS 570/3  from Ch. 48, par. 2203

    Amends the Employment of Illinois Workers on Public Works Act. Provides that for any public works projects, photo identification for all workers who will or may work on a public works project shall be required before the commencement of work on such project. Requires that the identification be kept on file for public viewing. Provides for the redaction of specified personal information on publicly available identification. Makes other changes.

1    AN ACT concerning finance.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Employment of Illinois Workers on Public
5Works Act is amended by changing Section 3 as follows:
 
6    (30 ILCS 570/3)  (from Ch. 48, par. 2203)
7    Sec. 3. Employment of Illinois laborers.
8    (a) Whenever there is a period of excessive unemployment
9in Illinois, if a person or entity is charged with the duty,
10either by law or contract, of (1) constructing or building any
11public works, as defined in this Act, or (2) the clean-up and
12on-site disposal of hazardous waste for the State of Illinois
13or any political subdivision of the State, and that clean-up
14or on-site disposal is funded or financed in whole or in part
15with State funds or funds administered by the State of
16Illinois, then that person or entity shall employ at least 90%
17Illinois laborers on such project.
18    (b) Any public works project financed in whole or in part
19by federal funds administered by the State of Illinois is
20covered under the provisions of this Act, to the extent
21permitted by any applicable federal law or regulation.
22    (c) Every public works contract let by any such person
23shall contain a provision requiring that such labor be used:

1Provided, that other laborers may be used when Illinois
2laborers as defined in this Act are not available, or are
3incapable of performing the particular type of work involved,
4if so certified by the contractor and approved by the
5contracting officer.
6    (d) For any public works project provided for under this
7Act, photo identification for all workers who will or may work
8on a public works project shall be required before the
9commencement of work on such project. The required
10identification shall be kept on file for public viewing at the
11municipality's village hall, or equivalent building, or be
12made available through a Freedom of Information Act request. A
13worker's personal information, including residential address,
14driver's license number or State identification number, and
15Social Security Number, shall be redacted for confidentiality
16purposes when made available for public viewing as provided
17under this subsection (d).
