SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.935 new
625 ILCS 5/3-699.22 new

    Amends the Illinois Vehicle Code to allow for the issuance of Justinian Society of Lawyers license plates by the Secretary of State. Provides that the Secretary shall collect a fee of $25 at original issuance and renewal. Provides that $5 of the fee for original issuance and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $20 of the fee for original issuance and $23 of the renewal fee shall be deposited into the Justinian Society of Lawyers' Children's Endowment Fund for distribution to the Justinian Society of Lawyers' Endowment Fund, Inc. Makes a corresponding change in the State Finance Act.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.935 as follows:
 
6    (30 ILCS 105/5.935 new)
7    Sec. 5.935. The Justinian Society of Lawyers' Children's
8Endowment Fund.
 
9    Section 10. The Illinois Vehicle Code is amended by adding
10Section 3-699.22 as follows:
 
11    (625 ILCS 5/3-699.22 new)
12    Sec. 3-699.22. Justinian Society of Lawyers plates.
13    (a) The Secretary, upon receipt of all applicable fees and
14applications made in the form prescribed by the Secretary, may
15issue special registration plates designated as Justinian
16Society of Lawyers license plates. The special plates issued
17under this Section shall be affixed only to passenger vehicles
18of the first division or motor vehicles of the second division
19weighing not more than 8,000 pounds. Plates issued under this
20Section shall expire according to the multi-year procedure
21established by Section 3-414.1.

1    (b) The design, color, and format of the plates shall be
2wholly within the discretion of the Secretary of State. The
3Secretary may, in his or her discretion, allow the plates to be
4issued as vanity plates or personalized in accordance with
5Section 3-405.1. The plates are not required to designate
6"Land of Lincoln", as prescribed in subsection (b) of Section
73-412. The Secretary shall approve and prescribe stickers or
8decals as provided under Section 3-412. Appropriate
9documentation, as determined by the Secretary, shall accompany
10each application.
11    (c) An applicant for the special plate shall be charged a
12$25 fee for original issuance in addition to the appropriate
13registration fee. Of this fee, $20 shall be deposited into the
14Justinian Society of Lawyers' Children's Endowment Fund and $5
15shall be deposited into the Secretary of State Special License
16Plate Fund to be used by the Secretary to help defray the
17administrative processing costs. For each registration renewal
18period, a $25 fee, in addition to the appropriate registration
19fee, shall be charged. Of this fee, $23 shall be deposited into
20the Justinian Society of Lawyers' Children's Endowment Fund
21and $2 shall be deposited into the Secretary of State Special
22License Plate Fund.
23    (d) The Secretary, upon receipt of not less than 300
24applications made in the form prescribed by the Secretary,
25shall commence production and distribution of the plates.
26    (e) The Justinian Society of Lawyers' Children's Endowment

1Fund is created as a special fund in the State treasury. All
2money in the Justinian Society of Lawyers' Children's
3Endowment Fund shall be paid, subject to appropriation by the
4General Assembly and distribution by the Secretary, as grants
5to the Justinian Society of Lawyer's Children's Endowment
6Fund, Inc. for distribution to charitable organizations
7benefiting children.
