SYNOPSIS AS INTRODUCED:
 
55 ILCS 5/5-1186 new
65 ILCS 5/11-42-17 new

    Amends the Counties Code and Illinois Municipal Code. Provides that a veteran who is honorably discharged from the Armed Forces of the United States and is a resident of a county or municipality shall not be required to pay any county or municipal license fee for a business selling or providing services if the veteran is the sole proprietor of the business. Limits home rule powers.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Counties Code is amended by adding Section
55-1186 as follows:
 
6    (55 ILCS 5/5-1186 new)
7    Sec. 5-1186. License fees for veterans.
8    (a) A veteran who is honorably discharged from the Armed
9Forces of the United States and is a resident of a county shall
10not be required to pay any county license fee for a business
11selling or providing services if the veteran is the sole
12proprietor of the business.
13    (b) A home rule county may not regulate license fees in a
14manner inconsistent with this Section. This Section is a
15limitation under subsection (i) of Section 6 of Article VII of
16the Illinois Constitution on the concurrent exercise by home
17rule units of powers and functions exercised by the State.
 
18    Section 10. The Illinois Municipal Code is amended by
19adding Section 11-42-17 as follows:

4business selling or providing services if the veteran is the
5sole proprietor of the business.
6    (b) A home rule municipality may not regulate license fees
7in a manner inconsistent with this Section. This Section is a
8limitation under subsection (i) of Section 6 of Article VII of
9the Illinois Constitution on the concurrent exercise by home
