Amends the Counties Code and Illinois Municipal Code. Provides that a veteran who is honorably discharged from the Armed Forces of the United States and is a resident of a county or municipality shall not be required to pay any county or municipal license fee for a business selling or providing services if the veteran is the sole proprietor of the business. Limits home rule powers.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Counties Code is amended by adding Section 5-1186 as follows:

(55 ILCS 5/5-1186 new)

Sec. 5-1186. License fees for veterans.

(a) A veteran who is honorably discharged from the Armed Forces of the United States and is a resident of a county shall not be required to pay any county license fee for a business selling or providing services if the veteran is the sole proprietor of the business.

(b) A home rule county may not regulate license fees in a manner inconsistent with this Section. This Section is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.

Section 10. The Illinois Municipal Code is amended by adding Section 11-42-17 as follows:

(a) A veteran who is honorably discharged from the Armed Forces of the United States and is a resident of a municipality shall not be required to pay any municipal license fees for a business selling or providing services if the veteran is the sole proprietor of the business.

(b) A home rule municipality may not regulate license fees in a manner inconsistent with this Section. This Section is a limitation under subsection (i) of Section 6 of Article VII of the Illinois Constitution on the concurrent exercise by home rule units of powers and functions exercised by the State.
