1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Park Commissioners Land Sale Act is amended
5by adding Section 20 as follows:
 
6    (70 ILCS 1235/20 new)
7    Sec. 20. Elliot Golf Course.
8    (a) Notwithstanding any other provision of law, the
9Rockford Park District may sell all or part of the property
10containing the former Elliot Golf Course or other property
11adjacent thereto if:
12        (1) the board of commissioners of the Rockford Park
13    District authorizes the sale by a vote of 80% or more of
14    all commissioners in office at the time of the vote; and
15        (2) the sale price equals or exceeds the average of 3
16    independent appraisals commissioned by the Rockford Park
17    District.
18    (b) The sale may be performed in a single transaction or
19multiple independent transactions and to one or more buyers.
20    (c) The Public Works Department of the City of Rockford
21shall have the right to review any proposed development plan
22that is submitted to the Village of Cherry Valley for the
23properties described in this Section in order to confirm that

1the proposed development plan does not adversely impact
2drainage, water detention, or flooding on the property legally
3described in the perpetual flowage easement recorded as
4Document Number 9509260 in the Office of the Winnebago County
5Recorder on March 17, 1995. The Public Works Department of the
6City of Rockford shall complete its review of any proposed
7development plan under this subsection (c) within 45 days
8after its receipt of that plan from the Village of Cherry
9Valley.
10    (d) This Section is repealed January 1, 2025.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
