SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-23.12

    Amends the School Code. With regard to the Emotional Intelligence and Social and Emotional Learning Task Force, requires the Task Force to complete guidelines and recommendations on or before March 1, 2022 (rather than March 1, 2020). Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
527-23.12 as follows:
 
6    (105 ILCS 5/27-23.12)
7    Sec. 27-23.12. Emotional Intelligence and Social and
8Emotional Learning Task Force. The Emotional Intelligence and
9Social and Emotional Learning Task Force is created to develop
10curriculum and assessment guidelines and best practices on
11emotional intelligence and social and emotional learning,
12including strategies and instruction to address the needs of
13students with anger management issues. The Task Force shall
14consist of the State Superintendent of Education or his or her
15designee and all of the following members, appointed by the
16State Superintendent:
17        (1) A representative of a school district organized
18    under Article 34 of this Code.
19        (2) A representative of a statewide organization
20    representing school boards.
21        (3) A representative of a statewide organization
22    representing individuals holding professional educator
23    licenses with school support personnel endorsements under

1    Article 21B of this Code, including school social workers,
2    school psychologists, and school nurses.
3        (4) A representative of a statewide organization
4    representing children's mental health experts.
5        (5) A representative of a statewide organization
6    representing school principals.
7        (6) An employee of a school under Article 13A of this
8    Code.
9        (7) A school psychologist employed by a school
10    district in Cook County.
11        (8) Representatives of other appropriate State
12    agencies, as determined by the State Superintendent.
13    Members appointed by the State Superintendent shall serve
14without compensation but shall be reimbursed for their
15reasonable and necessary expenses from funds appropriated to
16the State Board of Education for that purpose, including
17travel, subject to the rules of the appropriate travel control
18board. The Task Force shall meet at the call of the State
19Superintendent. The State Board of Education shall provide
20administrative and other support to the Task Force.
21    The Task Force shall develop age-appropriate, emotional
22intelligence and social and emotional learning curriculum and
23assessment guidelines and best practices for elementary
24schools and high schools. The guidelines shall, at a minimum,
25include teaching how to recognize, direct, and positively
26express emotions. The Task Force must also make

1recommendations on the funding of appropriate services and the
2availability of sources of funding, including, but not limited
3to, federal funding, to address social and emotional learning.
4The Task Force shall complete the guidelines and
5recommendations on or before March 1, 2022 2020. Upon
6completion of the guidelines and recommendations the Task
7Force is dissolved.

10    Section 99. Effective date. This Act takes effect upon
11becoming law.
