SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of Walter Leonard Arnstein Ph.D. of Urbana,
4who passed away on October 6, 2019; and
 
5    WHEREAS, Dr. Arnstein was born in Stuttgart, Germany on May
614, 1930; his family emigrated to the United States in 1939,
7and they became American citizens in 1944, at which time he
8chose his middle name of Leonard in honor of composer Leonard
9Bernstein; he received his Bachelor of Specialized Studies at
10the City College of New York in 1951, magna cum laude; he
11served in the U.S. Army in Korea from 1951 to 1953 as an
12assistant battalion supply sergeant in an anti-aircraft
13battalion; he married Charlotte Sutphen in 1952; he received
14his Master of Arts from Columbia University in 1954 and spent a
15year as a Fulbright Scholar at the University of London; he
16earned his Ph.D. in History at Northwestern University in 1961;
17and
 
18    WHEREAS, Dr. Arnstein was a member of the Department of
19History at the University of Illinois at Urbana-Champaign from
201968 to 1998; he retired with the titles of Professor of
21History Emeritus and Jubilee Professor of the Liberal Arts and
22Sciences Emeritus; he won numerous awards for his teaching, and
23he served as department chair and Director of Graduate Studies;

1he supervised 25 successfully defended Ph.D. dissertations in
2British history and taught British history at every level from
3the introductory survey to the doctoral seminar; and
 
4    WHEREAS, Dr. Arnstein also taught at Northwestern
5University, the University of Chicago, and Roosevelt
6University, where he rose to be dean of the Graduate Division;
7he held visiting appointments as Fellow at both Cambridge
8University and the University of Edinburgh; he was also a
9Fellow of the Royal Historical Society; he served on the
10editorial boards of The Historian, Albion, and Victorian
11Studies; in 1990, the Midwest Victorian Studies Association
12established an annual graduate student prize in his honor, the
13Annual Walter L. Arnstein Prize for Dissertation Research in
14Victorian Studies; he was one of the first presidents of the
15North American Conference on British Studies; and
 
16    WHEREAS, Dr. Arnstein was known to decades of University of
17Illinois history students as a founder and frequent host of the
18British History Association (BHA); in retirement, he and his
19wife continued to host numerous reunions of BHA alumni from all
20over the United States; and
 
21    WHEREAS, Dr. Arnstein was the author of eight books,
22including Britain Yesterday and Today: 1830 to the Present, The
23Bradlaugh Case (1965), Protestant Versus Catholic in

1Mid-Victorian England (1982), and Queen Victoria (2003); he was
2the author of over 45 journal articles and 170 book reviews; in
31973, he competed successfully for five days on Jeopardy!; and
 
4    WHEREAS, Dr. Arnstein is survived by his wife of 67 years,
5Charlotte; his daughter, Sylvia; his son, Peter (Judy Dworkin);
6his sister, Laura Altschuler; his grandchildren, Katharine and
7Julianne (Ryan Galligan); and numerous nieces, nephews, and
8cousins; therefore, be it
 
9    RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL
10ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
11Walter Leonard Arnstein Ph.D. and extend our sincere
12condolences to his family, friends, and all who knew and loved
13him; and be it further
 
14    RESOLVED, That a suitable copy of this resolution be
15presented to the family of Dr. Arnstein as an expression of our
16deepest sympathy.
