SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Patricia Jo "Patty" Spencer, who passed away on September 20, 2019; and

WHEREAS, Patty Spencer was born in Kansas City, Missouri to Sam and Marie Armato on November 4, 1949; she married Byron Spencer in Chicago in 1981, and, three years later, they settled in Elmhurst; and

WHEREAS, Patty Spencer worked for AT&T for 20 years, specializing in network administration; she took an early retirement in 1988 and became involved in the Elmhurst community; and

WHEREAS, Patty Spencer was a volunteer and board member for various organizations, including the Kiwanis Club, the Elmhurst Art Museum Board, Elmhurst College, the Elmhurst Hospital Guild, and the Elmhurst Garden Club; she was a staunch supporter of community events and advocated for cancer awareness with the Relay for Life and the Edward-Elhurst cancer outreach programs; and

WHEREAS, Patty Spencer was first elected as the Elmhurst City Clerk in 2005; most recently, she was serving her fourth term in office; she had many responsibilities and took her role as a direct link between residents and government very seriously; she also served as the local election official and the Open Meetings Act officer for Elmhurst; and

WHEREAS, Patty Spencer was preceded in death by her parents and her sister, Anna Yonker; and

WHEREAS, Patty Spencer is survived by her husband of 38 years, Byron; her stepdaughter, Amy (Jonathan) Brumley; her grandchildren, Eleanor, Theodore, and Clara Brumley; her twin brother, Carl (Theresa) Armato; her sister-in-law, Angela (Steve) Kidd; her nephews, Frank (Nikki) Armato and Andrew Kidd; her nieces, Carla Armato and Jackie (Jason) Hanson; her great-nephew, Jack Hanson; and her great-nieces, Anna and Ava Armato; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Patricia Jo "Patty" Spencer and extend our sincere condolences to her family, friends, and all who knew and loved her; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Patty Spencer as an expression of our deepest sympathy.
