SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Robert "Bob" Dean Riggins of Coal Valley, who passed away on June 17, 2020; and

WHEREAS, Bob Riggins was born to Clarence and Hazel (Morris) Riggins in Elmer, Missouri on September 1, 1936; he graduated from Aledo High School and then served for four years in the U.S. Air Force, spending over half of that time at Albrook Air Force Station in Panama; he married Donna Dunn, with whom he had two daughters; after his first marriage ended, he married Janice Louck Armstrong in Joy on July 2, 1967; and

WHEREAS, Bob retired from the International Union of Operating Engineers Local #150; and

WHEREAS, Bob Riggins spent a lot of time in his younger years as a pilot, camping, and catching up on local news at the Maid Rite in Coal Valley; he enjoyed going to the casino and will be remembered for telling a good story; above all else, family was the most important thing to him, and he loved watching his children's and grandchildren's sporting events; and

WHEREAS, Bob Riggins was preceded in death by his parents; his stepson, William Todd Armstrong; his son-in-law, Joe Williamson; his daughter-in-law, Julie Armstrong; his grandson, Charles Nicol; and his great-granddaughter, Araceli Canales-Armstrong; and

WHEREAS, Bob Riggins is survived by his wife, Janice; his daughters, Rose (Jeff) Fugate, and Barbara (Robert) Nicol; his son, Robert K. Armstrong; his eight grandchildren; and his eight great-grandchildren; his siblings, Fern Farmer, Karen (Larry) Hartman, Jerry (Nancy) Riggins, and Dale (Sandra) Riggins; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Robert "Bob" Dean Riggins and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Bob Riggins as an expression of our deepest sympathy.
