SYNOPSIS AS INTRODUCED:
 
20 ILCS 3105/20 new

    Amends the Capital Development Board Act. Provides that the Capital Development Board shall require all managed care organizations under contract with the Department of Healthcare and Family Services to submit an annual report on all procurement goals and actual spending for female-owned, minority-owned, and veteran-owned enterprises in the previous calendar year. Provides that the Capital Development Board shall hold an annual workshop open to the public on the state of supplier diversity. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Capital Development Board Act is amended by
5adding Section 20 as follows:
 
6    (20 ILCS 3105/20 new)
7    Sec. 20. Procurement reports. The Board shall require all
8managed care organizations as defined in Section 30.1 of the
9Illinois Public Aid Code that are under contract with the
10Department of Healthcare and Family Services to submit an
11annual report by April 15, 2020, and by every April 15
12thereafter, in a searchable Adobe PDF format, on all
13procurement goals and actual spending for female-owned,
14minority-owned, and veteran-owned enterprises in the previous
15calendar year. These goals shall be expressed as a percentage
16of the total work performed by the entity submitting the
17report, and the actual spending for all female-owned,
18minority-owned, and veteran-owned enterprises shall also be
19expressed as a percentage of the total work performed by the
20entity submitting the report.
21    The Board and all participating entities shall hold an
22annual workshop open to the public in 2020 and every year
23thereafter on the state of supplier diversity to

1collaboratively seek solutions to structural impediments to
2achieving stated goals, including testimony from each
3participating entity as well as subject matter experts and
4advocates. The Board shall publish a database on its website of
5the point of contact for each participating entity for supplier
6diversity, along with a list of certifications each entity
7recognizes from the information submitted in each annual
8report. The Board shall publish each annual report on its
9website and shall maintain each annual report for at least 5
10years.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
