SYNOPSIS AS INTRODUCED:

Amends the Illinois Vehicle Code. Provides that a school bus may be equipped with an extended stop signal or second stop signal apparatus on the driver's side of the school bus that: (1) extends no more than 7 feet from the school bus, (2) can break away from the original stop signal without affecting the operation of the original stop signal, and (3) includes a second octagonal sign that conforms to the same requirements as the original stop signal. Effective January 1, 2020.

AN ACT concerning transportation.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Vehicle Code is amended by changing Section 12-803 as follows:

(625 ILCS 5/12-803) (from Ch. 95 1/2, par. 12-803)

Sec. 12-803. (a) Each school bus shall be equipped with a stop signal arm on the driver's side of the school bus that may be operated either manually or mechanically. For each school bus manufactured on and after September 1, 1992, the stop signal arm shall be an octagon shaped semaphore that conforms to 49 C.F.R. 571.131, "SCHOOL BUS PEDESTRIAN SAFETY DEVICES", S5.1 through S5.5.

(b) Each school bus manufactured prior to September 1, 1992 shall be equipped with a stop signal arm that conforms to standards promulgated by the Department.

(c) A school bus may be equipped with an extended stop signal or second stop signal apparatus on the driver's side of the school bus that:

(1) extends no more than 7 feet from the school bus;

(2) is attached to the stop signal arm required under subsection (a) so that, if the second stop signal apparatus is struck by a vehicle, the second stop signal apparatus separates from the school bus without affecting the operation of the stop signal arm required under subsection (a); and

(3) includes a second octagonal sign that conforms to the same requirements as the octagon shaped semaphore required under subsection (a).

Section 99. Effective date. This Act takes effect January 1, 2020.
