HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate the United States Army
4Reserve on the occasion of its 110th birthday; and
 
5    WHEREAS, The United States Army Reserve is the United
6States Army's sole dedicated Federal Reserve force, providing
7operational capability and strategic depth to the total Army
8and the Joint Force in support of U.S. national security
9interests and Army commitments worldwide; and
 
10    WHEREAS, America's Army Reserve is a capable, ready, and
11lethal team of technically and highly-skilled soldiers,
12providing critical capabilities to Army Service Component
13Commands and all Combatant Commands; as it has since its
14founding in 1908 as the Medical Reserve Corps, today's Army
15Reserve, anchored in civilian employment and local communities
16across the nation and highly trained and educated in 148
17different military career fields, stands ready to serve the
18nation at home and abroad; and
 
19    WHEREAS, Operating as an Army component and
20force-providing command, the Army Reserve has a
21congressionally authorized strength of 199,000 soldiers, more
22than 11,000 civilians, and 2,075 units, residing and operating

1in every state, five U.S. territories, and 30 countries; and
 
2    WHEREAS, The Army Reserve accounts for 20 percent of the
3Army's organized units, provides nearly half of the Army's
4total maneuver support, and makes up a quarter of the Army's
5mobilization base expansion capability; and
 
6    WHEREAS, The Army Reserve's critical capabilities include
7early opening and set-the-theater units required to rapidly
8deploy forces, build expeditionary combat power, and sustain a
9campaign-capable force; and
 
10    WHEREAS, Command authority of the Army Reserve rests under
11a single individual who is both the Chief of the Army Reserve
12and the Commanding General of the United States Army Reserve
13Command; this streamlined command structure ensures unity of
14command and unity of effort in the resourcing, training, and
15accessing of the Army Reserve; and
 
16    WHEREAS, This enables support of every Army Service
17Component Command and worldwide Combatant Command with an Army
18Reserve footprint in all 50 states, five territories, and more
19than 30 countries, as the Army Reserve is uniquely designed
20from the ground up to meet the needs of the Joint Force under
21this single unified command authority; and

1    WHEREAS, The Chief of Army Reserve is the principal advisor
2on Army Reserve matters to the Secretary and Chief of Staff of
3the Army; the Office of the Chief of Army Reserve plans,
4prepares resources, and manages the force and is responsible
5for the justification, defense, and execution of the Personnel,
6Operations and Maintenance, and Construction budgets;
7therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10we congratulate the United States Army Reserve on the occasion
11of its 110th birthday in service to the United States Army and
12this nation; and be it further
 
13    RESOLVED, That a suitable copy of this resolution be
14presented to the United States Army Reserve as a symbol of our
15esteem and respect.
