SYNOPSIS AS INTRODUCED:
 
20 ILCS 2705/2705-605

    Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that the Department of Transportation shall update its policy for providing notification of construction projects to the public. Provides that the policy shall include a requirement that the Department contact the highway commissioner located in each Department district that will be impacted by a proposed construction project. Provides that the policy shall be completed and published on the Department's Internet website by January 1, 2021. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Transportation Law of the
5Civil Administrative Code of Illinois is amended by changing
6Section 2705-605 as follows:
 
7    (20 ILCS 2705/2705-605)
8    Sec. 2705-605. Construction projects; notification of the
9public.
10    (a) The Department shall develop and publish an updated a
11policy for the notification of members of the public prior to
12the commencement of construction projects which impact their
13communities. The policy shall include procedures for ensuring
14that the public is informed of construction projects, excluding
15emergency projects, which are estimated to require the closure
16of a street or lane of traffic for a period longer than 5
17consecutive business days. The policy shall include procedures
18for the notification of local public officials, including the
19highway commissioner in each Department district that will be
20impacted by the construction projects, and affected businesses
21of affected communities and shall provide the local public
22officials the opportunity to request a meeting with the
23Department prior to the initiation of the closure.

1    (b) The policy shall include a requirement that the
2Department contact the highway commissioner located in each
3Department district that will be impacted by a proposed
4construction project. The policy shall be completed and
5published on the Department's Internet website by January 1,
62021 2013.
7    (c) The Department shall work with affected stakeholders,
8including residents, businesses, and other community members,
9before and during construction by considering various methods
10to mitigate and reduce project impacts to better serve those
11directly impacted by the improvement. Those methods could
12include, but need not be limited to, detour routing and
13temporary signage.

15    Section 99. Effective date. This Act takes effect upon
16becoming law.
