SYNOPSIS AS INTRODUCED:
 
25 ILCS 5/14 new
50 ILCS 705/10.5

    Amends the General Assembly Organization Act. Provides requirements for members of the General Assembly to be conservators of the peace. Provides for the powers of members of the General Assembly as conservators of the peace. Amends the Illinois Police Training Act to make a conforming change.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Organization Act is amended
5by adding Section 14 as follows:
 
6    (25 ILCS 5/14 new)
7    Sec. 14. Conservators of the peace. After receiving a
8certificate attesting to the successful completion of a
9training course administered by the Illinois Law Enforcement
10Training Standards Board as required under Section 10.5 of the
11Illinois Police Training Act, all members of the General
12Assembly shall be conservators of the peace. Those persons
13shall have power (i) to arrest or cause to be arrested, with or
14without process, all persons who break the peace or are found
15violating any municipal ordinance or any criminal law of the
16State, (ii) to commit arrested persons for examination, and
17(iii) if necessary, to detain arrested persons in custody over
18night or Sunday in any safe place or until they can be brought
19before the proper court.
 
20    Section 10. The Illinois Police Training Act is amended by
21changing Section 10.5 as follows:

1    (50 ILCS 705/10.5)
2    Sec. 10.5. Conservators of the Peace training course. The
3Board shall initiate, administer, and conduct a training course
4for conservators of the peace. The training course may include
5all or any part of the subjects enumerated in Section 7. The
6Board shall issue a certificate to those persons successfully
7completing the course.
8    For the purposes of this Section, "conservators of the
9peace" means those persons designated under Section 3.1-15-25
10of the Illinois Municipal Code, and Section 4-7 of the Park
11District Code, and Section 14 of the General Assembly
12Organization Act.
