SYNOPSIS AS INTRODUCED:

25 ILCS 130/8A-60 new

    Amends the Legislative Commission Reorganization Act of 1984. Provides for the acquisition and placement of statues depicting: (1) President Ronald W. Reagan; (2) President Barack H. Obama; (3) Governor James R. Thompson; (4) Mayor of Chicago Harold Washington; (5) State Treasurer and Comptroller Judy Baar Topinka; (6) State Representative and Illinois labor union leader Reuben G. Soderstrom; (7) civil rights activist Rosa Parks; and (8) Jean Baptiste Point du Sable on the grounds of the State Capitol Building. Provides that the Architect of the Capitol may provide for the design and fabrication of the statues, or may otherwise acquire, using funds collected for such purpose or a statue donated to the Office of the Architect of the Capitol, a suitable statue for placement. Requires the Architect of the Capitol to take actions necessary to provide for the placement and unveiling of the statues within specified periods of time. Requires the Architect of the Capitol to issue a report to the Governor and General Assembly detailing his or her actions in acquiring and placing the statues. Provides that the Capitol Restoration Trust Fund shall contain separate accounts for the deposit of funds donated for the payment of expenses associated with the placement of the statues. Provides that the separate accounts may accept deposits from any source, whether private or public, and may be appropriated only for use by the Architect of the Capitol for expenses associated with the acquisition, placement, and maintenance of the statues.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by changing Section 8A-35 and by adding
6Section 8A-60 as follows:
 
7    (25 ILCS 130/8A-35)
8    Sec. 8A-35. Capitol Restoration Trust Fund;
9appropriations.
10    (a) The Capitol Restoration Trust Fund is created as a
11special fund within the State treasury. The Fund may accept
12deposits from any source, whether private or public, and may be
13appropriated only for the use of the Architect of the Capitol
14in the performance of his or her powers and duties. The
15Architect of the Capitol may seek private and public funds for
16deposit into the Capitol Restoration Trust Fund.
17    (a-5) The Capitol Restoration Trust Fund shall contain a
18separate account for the deposit of funds donated for the
19payment of expenses associated with the placement of a
20Presidential Statue on the grounds of the State Capitol
21Building depicting President Ronald W. Reagan, as provided
22under Section 8A-60. The separate account may accept deposits
23from any source, whether private or public, and may be

1appropriated only for use by the Architect of the Capitol for
2expenses associated with the acquisition, placement, and
3maintenance of the Presidential Statue authorized under
4subsection (a) of Section 8A-60. The Architect of the Capitol
5may seek private and public funds for deposit into the separate
6account of the Capitol Restoration Trust Fund established under
7this subsection (a-5).
8    (a-10) The Capitol Restoration Trust Fund shall contain a
9separate account for the deposit of funds donated for the
10payment of expenses associated with the placement of a
11Presidential Statue on the grounds of the State Capitol
12Building depicting President Barack H. Obama, as provided under
13Section 8A-60. The separate account may accept deposits from
14any source, whether private or public, and may be appropriated
15only for use by the Architect of the Capitol for expenses
16associated with the acquisition, placement, and maintenance of
17the Presidential Statue authorized under subsection (b) of
18Section 8A-60. The Architect of the Capitol may seek private
19and public funds for deposit into the separate account of the
20Capitol Restoration Trust Fund established under this
21subsection (a-10).
22    (a-15) The Capitol Restoration Trust Fund shall contain a
23separate account for the deposit of funds donated for the
24payment of expenses associated with the placement of a statue
25on the grounds of the State Capitol Building depicting Governor
26James R. Thompson, as provided under Section 8A-60. The

1separate account may accept deposits from any source, whether
2private or public, and may be appropriated only for use by the
3Architect of the Capitol for expenses associated with the
4acquisition, placement, and maintenance of the statue
5authorized under subsection (c) of Section 8A-60. The Architect
6of the Capitol may seek private and public funds for deposit
7into the separate account of the Capitol Restoration Trust Fund
8established under this subsection (a-15).
9    (a-20) The Capitol Restoration Trust Fund shall contain a
10separate account for the deposit of funds donated for the
11payment of expenses associated with the placement of a statue
12on the grounds of the State Capitol Building depicting Mayor of
13Chicago Harold Washington, as provided under Section 8A-60. The
14separate account may accept deposits from any source, whether
15private or public, and may be appropriated only for use by the
16Architect of the Capitol for expenses associated with the
17acquisition, placement, and maintenance of the statue
18authorized under subsection (d) of Section 8A-60. The Architect
19of the Capitol may seek private and public funds for deposit
20into the separate account of the Capitol Restoration Trust Fund
21established under this subsection (a-20).
22    (a-25) The Capitol Restoration Trust Fund shall contain a
23separate account for the deposit of funds donated for the
24payment of expenses associated with the placement of a statue
25on the grounds of the State Capitol Building depicting former
26State Treasurer and Comptroller Judy Baar Topinka, as provided

1under Section 8A-60. The separate account may accept deposits
2from any source, whether private or public, and may be
3appropriated only for use by the Architect of the Capitol for
4expenses associated with the acquisition, placement, and
5maintenance of the statue authorized under subsection (e) of
6Section 8A-60. The Architect of the Capitol may seek private
7and public funds for deposit into the separate account of the
8Capitol Restoration Trust Fund established under this
9subsection (a-25).
10    (a-30) The Capitol Restoration Trust Fund shall contain a
11separate account for the deposit of funds donated for the
12payment of expenses associated with the placement of a statue
13on the grounds of the State Capitol Building depicting State
14Representative and Illinois labor union leader Reuben G.
15Soderstrom, as provided under Section 8A-60. The separate
16account may accept deposits from any source, whether private or
17public, and may be appropriated only for use by the Architect
18of the Capitol for expenses associated with the acquisition,
19placement, and maintenance of the statue authorized under
20subsection (f) of Section 8A-60. The Architect of the Capitol
21may seek private and public funds for deposit into the separate
22account of the Capitol Restoration Trust Fund established under
23this subsection (a-30).
24    (a-35) The Capitol Restoration Trust Fund shall contain a
25separate account for the deposit of funds donated for the
26payment of expenses associated with the placement of a statue

1on the grounds of the State Capitol Building depicting civil
2rights activist Rosa Parks, as provided under Section 8A-60.
3The separate account may accept deposits from any source,
4whether private or public, and may be appropriated only for use
5by the Architect of the Capitol for expenses associated with
6the acquisition, placement, and maintenance of the statue
7authorized under subsection (g) of Section 8A-60. The Architect
8of the Capitol may seek private and public funds for deposit
9into the separate account of the Capitol Restoration Trust Fund
10established under this subsection (a-35).
11    (a-40) The Capitol Restoration Trust Fund shall contain a
12separate account for the deposit of funds donated for the
13payment of expenses associated with the placement of a statue
14on the grounds of the State Capitol Building depicting Jean
15Baptiste Point du Sable, as provided under Section 8A-60. The
16separate account may accept deposits from any source, whether
17private or public, and may be appropriated only for use by the
18Architect of the Capitol for expenses associated with the
19acquisition, placement, and maintenance of the statue
20authorized under subsection (h) of Section 8A-60. The Architect
21of the Capitol may seek private and public funds for deposit
22into the separate account of the Capitol Restoration Trust Fund
23established under this subsection (a-40).
24    (b) The Architect of the Capitol shall submit all budget
25requests to implement the master plan that relate to areas of
26the legislative complex other than the State Capitol Building

1to the Capitol Historic Preservation Board for review and
2comment. The Architect of the Capitol shall submit all budget
3requests to the Board of the Office of the Architect of the
4Capitol for approval.

7    Sec. 8A-60. State Capitol statues.
8    (a) The Architect of the Capitol, at the direction of the
9Board of the Office of the Architect of the Capitol, shall
10provide for the acquisition and placement of a statue on the
11grounds of the State Capitol Building depicting 40th President
12of the United States Ronald W. Reagan. The Architect of the
13Capitol may provide for the design and fabrication of the
14statue, or may otherwise acquire, using funds collected for
15such purpose or a statue donated to the Office of the Architect
16of the Capitol, a suitable statue for placement under this
17Section.
18    (b) The Architect of the Capitol, at the direction of the
19Board of the Office of the Architect of the Capitol, shall
20provide for the acquisition and placement of a statue on the
21grounds of the State Capitol Building depicting 44th President
22of the United States Barack H. Obama. The Architect of the
23Capitol may provide for the design and fabrication of the
24statue, or may otherwise acquire, using funds collected for
25such purpose or a statue donated to the Office of the Architect

1of the Capitol, a suitable statue for placement under this
2Section.
3    (c) The Architect of the Capitol, at the direction of the
4Board of the Office of the Architect of the Capitol, shall
5provide for the acquisition and placement of a statue on the
6grounds of the State Capitol Building depicting 37th Governor
7of the State of Illinois James R. Thompson. The Architect of
8the Capitol may provide for the design and fabrication of the
9statue, or may otherwise acquire, using funds collected for
10such purpose or a statue donated to the Office of the Architect
11of the Capitol, a suitable statue for placement under this
12Section.
13    (d) The Architect of the Capitol, at the direction of the
14Board of the Office of the Architect of the Capitol, shall
15provide for the acquisition and placement of a statue on the
16grounds of the State Capitol Building depicting Mayor of
17Chicago Harold Washington. The Architect of the Capitol may
18provide for the design and fabrication of the statue, or may
19otherwise acquire, using funds collected for such purpose or a
20statue donated to the Office of the Architect of the Capitol, a
21suitable statue for placement under this Section.
22    (e) The Architect of the Capitol, at the direction of the
23Board of the Office of the Architect of the Capitol, shall
24provide for the acquisition and placement of a statue on the
25grounds of the State Capitol Building depicting former State
26Treasurer and Comptroller Judy Baar Topinka. The Architect of

1the Capitol may provide for the design and fabrication of the
2statue, or may otherwise acquire, using funds collected for
3such purpose or a statue donated to the Office of the Architect
4of the Capitol, a suitable statue for placement under this
5Section.
6    (f) The Architect of the Capitol, at the direction of the
7Board of the Office of the Architect of the Capitol, shall
8provide for the acquisition and placement of a statue on the
9grounds of the State Capitol Building depicting State
10Representative and Illinois labor union leader Reuben G.
11Soderstrom. The Architect of the Capitol may provide for the
12design and fabrication of the statue, or may otherwise acquire,
13using funds collected for such purpose or a statue donated to
14the Office of the Architect of the Capitol, a suitable statue
15for placement under this Section.
16    (g) The Architect of the Capitol, at the direction of the
17Board of the Office of the Architect of the Capitol, shall
18provide for the acquisition and placement of a statue on the
19grounds of the State Capitol Building depicting civil rights
20activist Rosa Parks. The Architect of the Capitol may provide
21for the design and fabrication of the statue, or may otherwise
22acquire, using funds collected for such purpose or a statue
23donated to the Office of the Architect of the Capitol, a
24suitable statue for placement under this Section.
25    (h) The Architect of the Capitol, at the direction of the
26Board of the Office of the Architect of the Capitol, shall

1provide for the acquisition and placement of a statue on the
2grounds of the State Capitol Building depicting Jean Baptiste
3Point du Sable. The Architect of the Capitol may provide for
4the design and fabrication of the statue, or may otherwise
5acquire, using funds collected for such purpose or a statue
6donated to the Office of the Architect of the Capitol, a
7suitable statue for placement under this Section.
8    (i) The Architect of the Capitol, at the direction of the
9Board of the Office of the Architect of the Capitol, shall take
10actions necessary to provide for the placement and unveiling of
11the statues authorized under this Section within a reasonable
12period of time after the effective date of this amendatory Act
13of the 101st General Assembly. Prior to the placement of the
14statues on the grounds of the Capitol, the Architect of the
15Capitol shall issue a report detailing his or her actions in
16acquiring and placing the statues specified under this
17subsection (i). The report shall be delivered to the Governor
18and the General Assembly.
