SYNOPSIS AS INTRODUCED:

10 ILCS 5/29-21 new

Amends the Election Code. Prohibits a person from knowingly maintaining more than one registration to vote. Provides that a violation involving multiple registrations within the State is a Class A misdemeanor. Provides that a violation involving multiple registrations in this State and another state is a Class 4 felony. Provides an affirmative defense to the violation.

AN ACT concerning elections.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Election Code is amended by adding Section 29-21 as follows:

(10 ILCS 5/29-21 new)

Sec. 29-21. Registering more than once. No person may knowingly maintain more than one registration to vote. A violation of this Section involving multiple registrations within the State is a Class A misdemeanor; a violation of this Section involving multiple registrations, where one or more registrations is within this State and one or more registration is within another state, is a Class 4 felony. It is an affirmative defense to a violation of this Section that the individual has voted only once in any election for which the individual has more than one registration to vote.
