SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/3-16

    Amends the School Code. With regard to grants to alternative schools, safe schools, and alternative learning opportunities programs, for fiscal year 2019, to calculate grant amounts to the programs operated by regional offices of education, the State Board of Education shall calculate an amount equal to the greater of the regional program's best 3 months of average daily attendance for the 2017-2018 school year or the average of the best 3 months of average daily attendance for the 2015-2016 school year through the 2017-2018 school year, multiplied by the amount of $6,119. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
53-16 as follows:
 
6    (105 ILCS 5/3-16)
7    Sec. 3-16. Grants to alternative schools, safe schools, and
8alternative learning opportunities programs. The State Board
9of Education, subject to appropriation, shall award grants to
10alternative schools, safe schools, and alternative learning
11opportunities programs operated by a regional office of
12education. For fiscal year 2018, to To calculate grant amounts
13to the programs operated by regional offices of education, the
14State Board shall calculate an amount equal to the greater of
15the regional program's best 3 months of average daily
16attendance for the 2016-2017 school year or the average of the
17best 3 months of average daily attendance for the 2014-2015
18school year through the 2016-2017 school year, multiplied by
19the amount of $6,119. For fiscal year 2019, to calculate grant
20amounts to the programs operated by regional offices of
21education, the State Board shall calculate an amount equal to
22the greater of the regional program's best 3 months of average
23daily attendance for the 2017-2018 school year or the average

1of the best 3 months of average daily attendance for the
22015-2016 school year through the 2017-2018 school year,
3multiplied by the amount of $6,119. These amounts This amount
4shall be termed the "Regional Program Increased Enrollment
5Recognition". If the amount of the Regional Program Increased
6Enrollment Recognition is greater than the amount of the
7regional office of education program's Base Funding Minimum for
8fiscal year 2018 or fiscal year 2019, calculated under Section
918-8.15, then the State Board of Education shall pay the
10regional program a grant equal to the difference between the
11regional program's Regional Program Increased Enrollment
12Recognition and the Base Funding Minimum for fiscal year 2018
13or fiscal year 2019, respectively. Nothing in this Section
14shall be construed to alter any payments or calculations under
15Section 18-8.15.

17    Section 99. Effective date. This Act takes effect upon
