Synopsis As Introduced
Amends the Illinois Human Rights Act. Makes a technical change in a Section concerning the Human Rights Commission.

Senate Floor Amendment No. 2
Deletes reference to:
775 ILCS 5/8-101
Adds reference to:
New Act

Replaces everything after the enacting clause. Creates the Commission on Discrimination and Hate Crimes Act. Contains findings. Establishes the Commission on Discrimination and Hate Crimes, consisting of a chairperson and 20 additional members appointed by the Governor with the advice and consent of the Senate. Provides that the membership may include, but is not limited to, persons who are active in and knowledgeable about the areas of law enforcement, the criminal and civil justice systems, education, human rights, business and industry, arts and culture, social services, and religion. Sets forth the purposes of the Commission. Provides that the Commission shall submit a report to the Governor and the General Assembly by March 30 of each year. Provides that nothing in the Act shall be construed to contravene any federal law or any other State law. Provides that the Act supersedes Executive Order No. 8 (2005). Effective immediately.
