Synopsis As Introduced
Amends the Illinois Identification Card Act. Provides that the Secretary of State shall provide a temporary Illinois Identification Card valid for a period not exceeding 30 days upon the release of any committed person on parole, mandatory supervised release, wrongful imprisonment, final discharge, pardon, or commutation from the Department of Corrections (rather than the Department of Corrections issuing the temporary identification card). Amends the Unified Code of Corrections. Provides that the Department of Corrections shall verify a person's identifying information and provide that information to the Secretary of State before the person is released on parole, mandatory supervision, final discharge, pardon, wrongful imprisonment, or commutation. The release of the person shall not be delayed in order to obtain verification of this information.

Replaces everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes. Provides that the Secretary of State shall issue an Illinois Identification card (rather than a temporary Illinois Identification Card for a period not exceeding 30 days) upon the release of any committed person or youth on parole, mandatory supervised release, aftercare release, final discharge, or pardon from the Department of Corrections or the Department of Juvenile Justice, if the person or youth provides the Secretary a certified copy of his or her birth certificate and social security card, and 2 documents showing his or her Illinois residence. If the person or youth does not have a certified copy of his or her birth certificate or social security card, but has a form completed by the Department of Corrections or the Department of Juvenile Justice verifying that information, the Secretary shall issue a temporary Illinois Identification Card valid for 90 days. Provides that no fee shall be charged for the identification cards. Provides the Department of Corrections or the Department of Juvenile Justice shall verify the full name, date of birth, and social security number of the person or youth (rather than verifying the person's identifying information as correct) if the person or youth is released on parole, mandatory supervised release, aftercare release, final discharge, or pardon. Provides that if the Department of Corrections or the Department of Juvenile Justice obtain the information from a birth certificate or social security card, the Department of Corrections or the Department of Juvenile Justice shall provide those documents to the person or youth. If verification is obtained by other means, the Department of Corrections or the Department of Juvenile Justice shall complete a verification form provided by the Secretary and shall provide that form to the person or the youth.
