Synopsis As Introduced
Amends the Counties Code. Provides that, upon request by any person, the county recorder shall redact or remove certain personal information from any website maintained by the recorder or used by the recorder to display public records. Provides that any person who requests a redaction or removal without proper authority to do so is guilty of a petty offense. Requires each county recorder, within 12 months after the effective date of the amendatory Act, to submit a written policy to the General Assembly and the office of the Illinois Attorney General providing for the removal of all social security numbers from all records available from any website maintained by the recorder. Amends the State Mandates Act to require implementation without reimbursement by the State.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill. Deletes a provision of the introduced bill that provides that a person who requests the redaction or removal of personal information without proper authority is guilty of a petty offense. Provides that all county recorders that publicly display records on an Internet website must submit a written policy to their respective county boards (instead of the General Assembly and the Office of the Attorney General) providing for the redaction of social security numbers within 12 months after the effective date of the amendatory Act. Provides that county recorders that launch websites after the effective date of the amendatory Act must develop and implement policies providing for the removal of social security numbers from records prior to public display. Provides that the Section does not apply to certain documents that are required by law to contain personal information.
