Synopsis As Introduced
Amends the Illinois Procurement Code. Provides that if the Comptroller on his or her official website announces the State's awarding of a contract, the announcement must include at least as much information as is required to be included in the notice of contract award in the Procurement Bulletin.

Senate Floor Amendment No. 2
Replaces the bill's changes to the Illinois Procurement Code. For each State contract awarded on or after the bill's effective date that includes goods or supplies, requires the Comptroller to publish on his or her official website a rate per metric unit for each of the goods or supplies, provided that the information required to publish the rate is not considered proprietary competitive information.

House Floor Amendment No. 1
Deletes everything after the enacting clause. Amends the Illinois Procurement Code. For each State contract for goods, supplies, or services awarded on or after July 1, 2010, requires that the contracting State agency include the unit or rate of measurement of the goods, supplies, or services on the contract obligation document submitted to the Comptroller and that the Comptroller post that information, if provided, on his or her official website.

Governor Amendatory Veto Message
Recommends that the bill be amended to condition the requirement that the contracting agency provide the rate or unit of measurement upon the availability of that information.
