Synopsis As Introduced Amends the Environmental Protection Act. Provides that a person may, without violating the Act, conduct a landscape waste composting operation without a permit on a site having 10 or more occupied non-farm residence within one-half mile of its boundaries without the person who conducts the operation having to ensure that a fee is not charged for the acceptance of materials to be composted at the facility.
