Synopsis As Introduced
Amends the Department of Commerce and Economic Opportunity Law. Requires the Department to conduct a study to identify current and projected shortages in critical occupations and specific skill sets within Illinois businesses and industries and to devise strategies to alleviate any identified shortages. Requires all State agencies to cooperate with the Department in conducting the study. Requires the Department to report the results of its study and its recommendations to the Governor and the General Assembly no later than February 1, 2009. Effective immediately.

Senate Floor Amendment No. 1
Specifies that the Department of Commerce and Economic Opportunity's conducting of the study is subject to appropriation. Provides that the study may build upon previous efforts by the Department, including studies conducted under its Critical Skills Shortage Initiative.

Governor Amendatory Veto Message
Recommends, with respect to the study by DCEO of shortages in critical occupations and specific skill sets, that the study also assess any changes in economic activity that could reasonably be expected to occur if the State’s Individual Income Tax Rate were increased from the current rate of 3% to a new rate of 5%, including the impact on total employment, employment by sector, wages, disposable income, import and export activity, and other economic indicators as may be relevant. Further recommends removing language providing that DCEO’s conduct of the study is subject to appropriation. Delays the reporting date from February 1, 2009 to March 15, 2009.
