Creates the Painter Licensing Act. Contains only a short title provision.

Senate Committee Amendment No. 1
Adds reference to:
5 ILCS 80/4.27 new

Deletes everything after the enacting clause. Creates the Construction Contractor Licensing Act. Regulates construction contractors through licensure by the Department of Financial and Professional Regulation. Establishes the Construction Contractor Licensing Board. Sets forth provisions concerning licensure, Department duties, and administrative proceedings. Provides civil and criminal penalties for violations. Amends the Regulatory Sunset Act to provide for the repeal of the Construction Contractor Licensing Act on January 1, 2017. Effective immediately.
