Synopsis As Introduced
Amends the Abused and Neglected Child Reporting Act. Provides that mandated reporters under the Act include field personnel of the Department of Juvenile Justice. Effective immediately.

Amends the Children and Family Services Act. Provides that prior to final approval for placement of a child, the Department of Children and Family Services shall (i) conduct a criminal records background check of the prospective foster or adoptive parent, including fingerprint-based checks of national crime information databases, and (ii) check its child abuse and neglect registry for information concerning prospective foster and adoptive parents, and any adult living in the home. Restricts placement if the background check reveals a felony conviction. Amends the Juvenile Court Act of 1987. Provides that in determining a permanency goal for an abused, neglected, or dependent minor, the court shall consult with the minor in an age-appropriate manner regarding the proposed permanency or transition plan for the minor. Also provides that the court's determination shall include both out-of-State and in-State placement options.
