While House Bill 55 clearly creates a state mandate, state reimbursement appears to be unnecessary because the requirement merely imposes additional duties of a nature which can be carried out by existing staff and procedures at no appreciable net cost increase. Moreover, even if there is a small net cost increase, it should not exceed the $1,000 threshold in the Mandates Act. |
