Synopsis As Introduced Creates the Funding Accountability and Transparency Act. Requires the full disclosure of all entities and organizations receiving State funds. Requires the Governor's Office of Management and Budget (GOMB) to establish a searchable website. Creates a pilot program for sub-award data. Requires GOMB to file reports and the Governor to make recommendations to the General Assembly. Contains other provisions. Effective immediately.
House Floor Amendment No. 1 Provides that the term "State award" does not include moneys received by a retailer serving as a vendor as part of a reimbursement-only program for goods and services through the Department of Children and Family Services, the Department of Human Services, the Department of Healthcare and Family Services, the Department of Public Health, the Department on Aging, or any of their successor agencies.

Deletes everything after the enacting clause. Amends the State Finance Act, if and only if House Bill 3860 and House Bill 315 of the 95th General Assembly become law. Provides that, through June 30, 2008, the Governor may direct the State Comptroller and the State Treasurer to transfer moneys from certain special funds into the General Revenue Fund, subject to certain restrictions. Effective immediately.
Senate Floor Amendment No. 3 Provides that the Governor may not transfer moneys from the Road Fund, the Open Space Lands Acquisition and Development Fund, and the Metabolic Screening and Treatment Fund to the General Revenue Fund.
Senate Floor Amendment No. 4 Adds additional funds to the list of funds exempted from transfers to the General Revenue Fund.
