Synopsis As Introduced Amends the Humane Care for Animals Act. Makes it unlawful to tether a dog outdoors unless certain requirements are met. Provides penalties for violations. Defines "tether".
Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced, with the following changes: (1) changes the definition of "tether", (2) changes the conditions under which a dog may be lawfully tethered outdoors, (3) excludes additional types of activities from being regulated as tethering.
